In these lines, the poet gives a vivid description of how the rebel angels confirmed and supported Satan's policy of war, open or understood, against God.

Satan, in his address to the fallen angels, let them know about God's plan to create worlds and to place therein a race of human beings whom he could treat with special favour and on a par with the angels of Heaven. Satan exposed his plan to discover that particular place or other places also for the sake of exploration. His motive was to seduce a man by fraud or guile or by falsities to the party of the devils in hell, and thus frustrate God's plan altogether. Peace was unthinkable because there was hardly anyone who could think of submission to God. So, the only alternative before them was to make war either declared or fought secretly. As soon as Satan's speech was over, the fallen angels drew from their sides millions of flaming swords which shone brightly even in the darkness of Hell. They did this in order to express their confirmation of the suggestion that Satan had made. The fallen angels expressed their anger against God and clasping their swords in their hands, they struck them on their shields, producing a terrific noise of war and hurling a challenge at Heaven.

In these lines as Satan appears, a great leader of the fallen angels who are very submissive and obedient to him.
